The Core Logic: Does Your Child Need a Student's Pass?
In Singapore, a child does not necessarily need a Student's Pass to attend preschool.
Key Rule
No Student's Pass needed if the child already holds a Dependant's Pass (DP), Long-Term Visit Pass (LTVP), or Immigration Exemption Order. These passes allow direct enrollment in preschools.
Student's Pass IS needed if the child has no Singapore immigration status at all. In this case, the pass must be applied through the preschool via ICA.

Different countries have different vaccination standards. Some children may need catch-up vaccinations or translated medical records. It is recommended to start this process 3-4 months before the intended enrollment date.
2. Student's Pass Application
After receiving vaccination approval, the preschool submits the application to ICA's SOLAR system on behalf of the child. The parent completes the online form and uploads documents. Approval typically takes 2-4 weeks.
