More and more international families are choosing Singapore for their child's preschool education — bilingual environment, safe society, and world-class early education. But many parents get stuck at step one: what visa does my child need?

Singapore's visa system has clear categories, and the path depends entirely on your family's current immigration status. This article breaks down the 5 most common situations so you can identify which one applies to you and know where to go next.

The Core Logic: Does Your Child Need a Student's Pass?

In Singapore, a child does not necessarily need a Student's Pass to attend preschool.

Key Rule

No Student's Pass needed if the child already holds a Dependant's Pass (DP), Long-Term Visit Pass (LTVP), or Immigration Exemption Order. These passes allow direct enrollment in preschools.

Student's Pass IS needed if the child has no Singapore immigration status at all. In this case, the pass must be applied through the preschool via ICA.

So the first question is: which type of family are you?

Situation 1: Parents Are Singapore PR or Citizen, Child Is Not

Path: Apply LTVP for the child → direct preschool enrollment.

If one parent is a Singapore Citizen (SC) or Permanent Resident (PR), you can apply directly for an LTVP (Long-Term Visit Pass) for your child through ICA. Once the child has LTVP, no Student's Pass is required.

Fee difference to note: ECDA government subsidies are only for Singapore Citizens. PR children pay more, and LTVP (foreign national) children pay full fees.

Situation 2: Parents Hold Work Pass (EP / S Pass)

Path: Apply Dependant's Pass (DP) for the child → direct preschool enrollment.

EP or S Pass holders can apply for a Dependant's Pass for their children. With a DP, the child enrolls directly — no Student's Pass needed.

Key threshold: monthly salary ≥ SGD 6,000.

This is a critical detail many parents overlook — not all work passes qualify. Training Employment Pass (TEP), Work Permit (WP), and other pass types cannot apply for a Dependant's Pass. For example, many visiting scholars at NTU hold a TEP and cannot bring their child on a DP — they need to take a different route (see Situation 4).

Situation 3: Parents Hold Student's Pass in Singapore

Path: Apply LTVP for the child → direct preschool enrollment.

If one parent holds a full-time Student's Pass in Singapore (studying at NTU, NUS, SMU, etc. for a degree or postgraduate programme), they can apply for an LTVP for their child. The child can then enroll in preschool directly without a Student's Pass.

This is the most common route for international student families — the child accompanies the parent while studying, and completes their early education simultaneously.

Situation 4: Parents Have No Singapore Status, Child Comes from Overseas

Path: Vaccination Verification → Student's Pass → Enter Singapore → E-Pass Issuance.

This is the most complex scenario and the one international families ask about most.

The entire process can be summarised in three steps:

1. Vaccination Verification (Mandatory Pre-requisite)

All foreign students applying for a Student's Pass must complete vaccination verification through Singapore's HPB (Health Promotion Board). Without this approval, the Student's Pass application will be rejected outright.

Different countries have different vaccination standards. Some children may need catch-up vaccinations or translated medical records. It is recommended to start this process 3-4 months before the intended enrollment date.

2. Student's Pass Application

After receiving vaccination approval, the preschool submits the application to ICA's SOLAR system on behalf of the child. The parent completes the online form and uploads documents. Approval typically takes 2-4 weeks.

3. Enter Singapore & Complete E-Pass Issuance

The child enters Singapore with an IPA (In-Principle Approval) letter. Since 2024, Singapore's Student's Pass is fully electronic — there is no physical card. After arrival, the pass is issued electronically through ICA within 30 days.

The vaccination verification step is where many families get stuck. Confirm your child's vaccination records against Singapore's requirements early to avoid delays.

Situation 5: Who Can Apply for a "Companion Pass"? How?

Singapore's "companion pass" corresponds to the LTVP (Long-Term Visit Pass).

Companion Condition Sponsor Required
One parent Child holds Student's Pass SC or PR aged 21+
One grandparent Child holds Student's Pass SC or PR aged 21+

Only one companion is allowed. The child must already hold a valid Student's Pass. A local sponsor (Singapore Citizen or PR aged 21+) is required for the LTVP application.

Many NTU visiting scholar families follow this practical sequence:

  1. Child completes vaccination verification (HPB)
  2. Child applies for Student's Pass through the preschool
  3. Grandparents apply for LTVP companion pass to care for the child first
  4. Parents apply for TEP or other work pass to join the family later

Why This Sequence?

NTU visiting scholars typically hold a TEP, which cannot sponsor a Dependant's Pass. So the practical approach is to first get the child a Student's Pass through the preschool, have grandparents come on an LTVP to provide daily care, and then the parents join on their own work pass once approved.
